Capex has invited E-Tender for selecting C & F Agent for clearing and forwarding of Import of raw cashew nuts from Kollam/Kochi/Tuticorin ports and for handling export procedures through same ports.  The details of import and export handlings are mentioned below separately.  The Rates for imports and exports are to be quoted in the financial bid, in same BOQ – Excel sheet.  Total 4 rates are required to be quoted in the BOQ, Viz., truck charges for import, service charges for import, truck charges for export and service charges for export.  The above rates are excluding statutory and direct payments, which will be paid by Capex against bills.  The rates are to be quoted for clearing imports, handling exports, in three ports Kollam/Kochi/Tuticorin separately.   Separate columns are provided in the BOQ.

 

An EMD of Rs.25,000/- should be paid online while uploading the E-Tender.  The successful bidder has to remit an amount of Rs.100,000/- towards security deposit and execute an agreement in stamp paper.

The bids can be submitted online till 6 PM on 18th May, 2021 and the same will be opened at 10.30 A.M on 20th May 2021. The period of contract will be two years from the date of agreement.  Capex has the right to extend the period in case of necessity or situation demands and the same will be subject to the approval of Capex Board.

Only licensed customs house agents having credit worthiness certificate from Nationalized banks/Scheduled bank need to participate in the tender.  The copy of the Customs license of the tenderer and the credit worthiness certificate from Nationalized bank/scheduled bank are to be submitted online as part of technical bid.

Only those who are capable of handling bulk quantities need submit the quotations and they should give evidence of this.

The C & F agent will be fully responsible for any losses of the goods whatsoever from the clearing point to the delivery point in both import clearing and export clearing. Insurance should be covered by the C & F Agent.

The C & F agent will have to transport the goods by train/wagons or other mode of transport if situations demand.

Capex Board reserves the right to reject any or all the bids without assigning any reasons and to retender if found necessary.

E-Tender procedure and terms

  1. The bidders should have necessary portal enrollment ( with their own digital signature certificate)
  2. Tenders can be submitted online at “etenders.kerala.gov.in”.  Tender can be traced by searching with the tender ID.
  3. EMD of Rs.25,000/- (Twenty five thousand) shall be remitted be the bidder using the online payment options of e-Procurement System Only. Payment of EMD through internet banking while submitting the tender online. SBI, multi option payment system (MOPS) has been integrated in to E-procurement portal and NEFT/RTGS modes have been disabled. Bidder may remit the EMD via MOPS only. Bids with successful EMD only will be treated as valid tenders. Non-SBI A/c holders are requested to effect payment 72 hours before closing of tender as advised by NIC for ensuring successful completion of tenders. No manual submission of bids, EMD shall be entertained for the tenders published through e-GP system under any circumstances.
  4. The offers shall be submitted in two cover system ie., Technical Bid and Financial Bid. Technical bid documents to be submitted in pdf format and financial bid in excel available in the site (BOQ).  The bidder should enter all applicable columns in the excel sheet.
  5. First cover is the Technical Bid where the bidder has to upload certain documents, which are mentioned below.  The second cover is financial bid; the bidder should quote his rate only in the BOQ.  Bidder should not quote the rate in technical documents.
  6. Incomplete tenders are liable to be rejected, without assigning any reason thereof.

 

 

 

 

 

  1. IMPORTS

 

E-Tenders are invited from C & F Agents for Clearing and Forwarding of Raw nuts from Cochin, Kollam and Tuticorin Ports

Competitive E-tenders are invited from Licensed Clearing and Forwarding Agents for clearing and forwarding of imported raw cashew nuts from Cochin, Kollam and Tuticorin Ports to Capex factories.

The bidder has to follow the e-tender procedure to participate in the e-tender.  EMD has to be submitted online only.  The Bidder has to submit technical bid and financial bid.  The bidder has to upload the following documents in pdf format for technical bid.

  1. Technical bid
  1. The profile of the bidder showing experience and volume handled
  2. Copy of valid Customs license
  3. A recent credibility certificate from Bank
  4. Any other document if the bidder wishes to submit. If nothing, the bidder can upload blank page.
  1. Financial bid

The bidder has to upload the BOQ (excel file available in the site), in which the bidder has to enter his rate in respective columns. 

Bidders are requested to quote their rates for Clearing and Forwarding of raw cashew nuts from Cochin, Kollam and Tuticorin Ports to various cashew factories of Capex.  Bidders are required to quote rates per one container if imports are in containers of 20 ft, 40 ft and to quote rate per MT if imports are in break bulk cargo.  The Rates are to be quoted separately for lorry/truck hire alone and for service charges (excluding statutory payments) for a period of two years.  The rates are to be quoted for the following.

Truck hire (1):- Truck hire to be quoted in respective columns of BOQ for transporting raw cashew nuts from Kochi, Kollam and Tuticorin ports to Capex factories per container when imports are in containers and per MT when imports are in break bulk.

All other charges (Service charges) (2) includes phytosanitary, restocking, loading/unloading charges, scale hire, weigh bridge charges, lift on, lift off, tally wages expenses at port, customs, postage, commission, all other incidental charges and documentation charges connected with the Clearing and Forwarding work.

Preparing, filing, processing and passing of documents in the port and customs and engaging sufficient number of lorries/trucks to transport the cargo to Capex factories will be the responsibility of the clearing and forwarding agent.

PQ fees, Port Dues, THC and other related charges, CFS charges, D.O. Charges, and Ocean Freight, Container Cleaning charges, Ground Rent, Demurrage and the liner charges will be paid at actual. CAPEX shall pay all statutory charges at actuals against bills.

Statutory payments and direct expenses shall be reimbursed only on production of proper bills / receipts. 

If the diesel price increases above 3 % during the contracted period, and if the truck owners association gets government approved rate revision, Capex may consider the revision in tariff claimed by the C & F agent and which will be subject to the approval of Capex Board.

  1. EXPORTS

E-tender Notice for House stuffing , Clearing and Forwarding of

Cashew Kernels for export to – Kochi, Kollam and Tuticorin Ports.

Competitive e-tenders are invited from licensed Customs house agents for transportation and handling shipment of cashew kernels via Kochi, Kollam and Tuticorin ports from Capex packing centre at Mundakkal, Kollam after house stuffing.

Capex has been exporting cashews through house stuffing process for the past several years.  Hence Capex inviting e-tender from C & F Agent for handling export procedures by house stuffing only.

 

The bidders are required to quote truck hire and other charges separately (excluding statutory payments) for exporting cashew kernels in containers from Capex packing centre at Mundakkal, Kollam to Kochi, Kollam and Tuticorin ports after house stuffing.  The C & F Agent has to file export documents, arrange container for house stuffing, and transport the stuffed container to ports as instructed by Capex and to get all the export documents as instructed by Capex.  The C&F agent will be solely responsible for carrying out smoothly all work including paper works, electronic filing of documents regarding export of cashew kernels of Capex including export incentives and import license and timely collection of documents related to export incentives, Duty Drawback /DEPB having customs endorsement, all copies of shipping bills, mate receipts etc. from the concerned authorities.

If the C&F agent fails to collect and hand over to Capex the export and all related documents on time and all the related documents for claiming incentives like EP copies of shipping bill, customs endorsed DEPB etc. within 20 days of export and any loss sustained by Capex on account of lost documents shall be made good from the C&F agent. 

The C&F agent will be responsible for all the losses to the goods and documents what so ever from the delivery point till receipt of Bill of Lading and other connected export documents.  

 

Insurance should be covered by the C & F Agent.

 

Advance payment towards customs cess, THC, ocean freight etc will be allowed if required.

Income tax will be deducted (TDS) from the C&F charges at the prevailing rate.

Rate details:-

House Stuffing (Rate per 20' container )

Container stuffing charge.

The rate should be quoted for:-

The Bidder is required to quote “Rate per container” separately (1) for truck charges for bringing empty containers from Kollam/kochi/tuticorin Port and do stuffing at Capex premises and carry the stuffed container to kollam/kochi/tuticorin ports including attikooli and (2) other service charges per container (excluding statutory /direct payments)

The rates mentioned above should cover all the expenses such as:

  1. Transportation by carriers to and from packing centres to Kollam/Cochin/Tuticorin Ports.

 

  1. Unloading at Kollam/Cochin/Tuticorin ports.

 

  1. Transportation to port transit shed if any.

 

  1. Labour handling charges at Kollam/Cochin/Tuticorin ports.

 

  1. Customs examination.

 

  1. Normal/Extra port, Customs overtime during working days and holidays if any

 

  1. Miscellaneous expenses like phone call/Telex/Telegram/e-mail charges etc.

 

  1. Messenger conveyance charges if any.

 

  1. Scale hire/weight bridge fee if any

 

  1. Pre-stage charges if any

 

  1. Labour charges if any for repacking, re-labelling of cashew kernels cartons including restacking for repacking, restacking after repacking/re-labelling including charges for re-strapping and changing cartons wherever necessary excluding cost of materials.

 

  1. Opening of tins if any, emptying cashews and filling after survey and re-soldering, Vita packing, including loading and unloading charges.

The above charges are as applicable if any.

Statutory payments and direct expenses shall be reimbursed only on production of proper bills/receipts.

 

The following are the direct expenses, which are to be paid directly against bills.

  1. THC payable to steamer agent
  2. Fumigation charge
  3. PQ fee
  4. Customs fees
  5. Survey fee, if any
  6. CFS charge
  7. Ocean freight, BL, documentation, AMS charges etc. (Freight in case of C & F Exports)
